Be It Proclaimed:

WHEREAS, Arthur Allen Fletcher, dubbed "the father of affirmative action," who's faithful,    hardworking and dependable efforts have brought billions of dollars into the American economy through opening up  avenues for African-Americans, Native-Americans, Asians, women, Hispanics and the      physically challenged to gain employment and  promotions; and,

WHEREAS, Arthur Allen Fletcher as an official in President Richard Nixon's Labor Department, in 1969       administered the "revised Philadelphia plan," which set and enforced equal opportunity employment  sandards for companies with federal contracts and their labor unions; and, 

WHEREAS, Arthur Allen Fletcher showed us that to be a Republican or Democrat you don't have to go where the party is, but you bring it where we are; and,  

WHEREAS, Arthur Allen Fletcher performed exemplary service as an invited instructor to the    International Association of Black Professional Fire Fighters Executive Development Institute at  Dillard University in New Orleans, Louisiana; and,

WHEREAS, The International Association of Black Professional Fire Fighters was organized and founded in October of 1970 for the purpose of studying and solving the problems faced by Black Fire Fighters and their Brothers and Sisters in the community; and,

NOW, THEREFORE, I, Johnny Brewington, as President of the International Association of Black Professional Fire Fighters, do hereby proclaim AUGUST 4, 2005 as;

                          "ARTHUR ALLEN FLETCHER DAY"

     In THE INTERNATIONAL ASSOCIATION OF BLACK PROFESSIONAL FIRE FIGHTERS.
